The workshop would compare the eligibility requirements, administrative burden, and use of data of Section 8 relative to housing allowance programs in other industrialized countries. The workshop would also look at New York City's locally funded voucher program and the experience of the Emergency Housing Voucher Program (EHV) that Congress created through the American Rescue Plan Act. The deliverable would be a report to NYC Housing Preservation and Development.
