Hydropolitics, specifically the process of deciding the share of water that Egypt and Ethiopia take from the Nile River, threatens to erupt in active conflict in the Nile Basin. Instability and active conflicts in the Horn of Africa and within Ethiopia complicate an-already fraught situation. The Workshop studies the complex issues that divide these states. A major focus is on water sharing and the prospect of a regional agreement as Ethiopia fills the Grand Renaissance Dam. We examine domestic strife in Ethiopia and Sudan as factors that complicate the process of reaching a water sharing agreement.
